The LM555 timer uses a RC circuit, I suggest you check out its data sheet. This IC is around 50 years old. Another use for a RC circuit is for power on reset, which ensures a microprocessor starts up correctly. The charging resistor is usually internal to the microprocessor, so there is just an external capacitor. The processor cant start until the voltage on the reset pin reaches a certain value, the size of the capacitor sets the time required. This time delay lets the power supply voltage stabilize, and ensures that the address counter starts at the predetermined value. Nowadays there are special ICs that do this so no capacitor is needed. However many circuits now use digital logic for timing.
